Prices are Territory wide bands. A particular figure moves with the era and construction of the building, what the existing switchboard will physically accept, whether the property has an asbestos history that affects roof space access, whether the work is a repair or an alteration for certificate purposes, and whether Evoenergy has to be involved in a meter or connection step.

Electrician Pricing Guide ACT 2026 - Complete Pricing Guide

This guide sets out what electrical work costs across the ACT in 2026, how licensed electricians charge for it, and which parts of a quote decide the final invoice. The Territory runs its own rules and three of them have no equivalent in any state. A Certificate of Electrical Safety has to reach Access Canberra within fourteen days of the work, and the form used depends on whether the job was a repair or an alteration. Loose fill asbestos insulation was blown into the roof spaces of more than a thousand Canberra houses between 1968 and the late nineteen seventies, and an affected property carries a safety tag at the meter box and the switchboard, which a careful electrician looks for first. Ceiling insulation installed or upgraded in a rental under the Residential Tenancies Amendment Regulation 2023 needs an electrical assessment and its own inspection report before the insulation goes in. Evoenergy is the single distributor for both electricity and gas, and a property disconnected for more than six months cannot be reconnected until a licensed electrician has tested it and an Access Canberra inspector has found it compliant. New gas network connections stopped in December 2023, so new homes are all electric and established houses convert as appliances fail. Canberra winters are the coldest of any Australian capital, which makes heating the dominant electrical conversation here.

Where the Money Goes on an ACT Electrical Job

Roof space access decides more of a Canberra invoice than most owners expect, and the reason is specific to this city. Loose fill asbestos insulation was blown into the ceilings of more than a thousand houses between 1968 and the end of the nineteen seventies, and while the eradication scheme bought back and demolished affected properties, the legacy still shapes how any careful electrician approaches a roof space in a house of that period. An affected property carries a safety tag at the electricity meter box and the switchboard. Where a house of that era has no tag and no documentation, an electrician may still price cautiously for work above the ceiling, and that caution is reasonable, not opportunistic.

Era and construction form the second driver. Inner Canberra housing from the nineteen twenties and thirties is often solid brick with lath and plaster linings, so a chased wall has to be made good and the making good is commonly excluded from the electrical figure without being stated. The ex government housing through Woden, Weston Creek and Belconnen is brick veneer on a timber frame with a usable cavity, which is far easier for a cable run. Tuggeranong and Gungahlin housing is newer again and the boards are often already partly upgraded. Molonglo Valley building is current, all electric and wired to present rules, so capacity decides the question there, not condition.

Read a pile of ACT quotes for what is absent before reading them for the number. Labour should carry a rate and expected hours. Materials should name specifications, since a line reading protection devices without the device type leaves room for the cheapest item that passes. The certificate should be confirmed as included, with the repair or alteration form named. Any asbestos related precaution or clearance should sit on its own line. Where Evoenergy has to attend for a meter or a connection step, that coordination belongs separated out, because the timeframe is outside the electrician control.

Ask for labour with the rate and expected hours, materials with specifications named, the Certificate of Electrical Safety confirmed as included with the form type stated, any asbestos precaution on its own line, Evoenergy coordination separated out, and making good either included or excluded in words. An ACT quote carrying all six can be compared with another carrying all six.

What Electrical Work Costs in the ACT, Category by Category

ACT electrical pricing divides into three groups and knowing which group a job belongs to tells you more than any single figure. Small fixed price work covers jobs whose scope is visible before anybody starts, so a power point, a switch, a fan on an existing point and a run of downlights all sell at a fixed price and should be quoted that way. Capacity work on the switchboard, the meter box and the submains is also quoted as a figure, though only honestly once the enclosure has been opened, because what the existing board will physically take decides whether this is an afternoon or a job in stages. Discovery work, meaning fault finding above all, has a scope that is precisely what the contractor is being paid to establish, so an hourly rate with a written estimate is the only structure two quotes can be compared across. ACT electrical services spans all three.

The second driver is the paperwork, and the Territory runs its own system. A Certificate of Electrical Safety has to reach Access Canberra within fourteen days of the work being completed, and the form depends on what was done: a repair certificate covers an inspection or a like for like repair, while an alteration certificate covers new or altered wiring and carries a fee. Access Canberra audits a proportion of the certificates lodged, which is a different model from the mandatory third party inspection used in Victoria. The practical consequence for a customer is simple. Ask for your copy of the certificate, because it is the only proof the work was certified at all.

The third driver is the housing stock, and Canberra has a sharper era profile than any other Australian city because it was built in waves. The inner north and inner south date from the nineteen twenties and thirties, Woden and Weston Creek from the nineteen sixties and seventies, Belconnen through the seventies, Tuggeranong through the eighties, Gungahlin from the nineties and the Molonglo Valley from the twenty tens. Each wave used the wiring practice and the switchboard arrangement of its decade, so the suburb reliably predicts what is behind the wall. A full rewire runs $12,500 to $26,000 and the figure rests on the era and the roof space, not on the floor plan.

ACT Electrical Prices by Job

The jobs Canberra households actually book fall into a reasonably tight set, and seeing them together makes the outliers obvious. Work on circuits that already exist sells at a fixed price because the scope is visible before anybody starts, so a point, a switch, a run of downlights or a fan on an existing point should each come back as a figure. Capacity work on the switchboard, the meter box or the submains is quoted fixed as well, though only once somebody has opened the enclosure. Fault finding has a scope the contractor is being paid to establish, so hourly with a written estimate is the only structure two quotes can be compared across. Travel rarely appears as a line inside the Territory, because Canberra is compact enough to fit several jobs into a day.

Two rows on the table below carry most of the local variation. The downlight figure assumes an IC-4 rated LED fitting, which is the type that can be covered by insulation, and that specification matters more here than in warmer cities because so much Canberra ceiling work happens alongside insulation. The rewire band is wide because the era decides it outright: a nineteen thirties inner north cottage and a nineteen nineties Gungahlin house are different jobs with the same floor area. Ask which assumption sits behind the figure you have been given.

With more than one item outstanding, how the attendances are arranged counts for as much as the rate itself. Each visit brings its own minimum of $110 to $200 with it, so spreading four small jobs across four appointments adds three minimums that one appointment would not. Power point installation booked alongside a lighting change and a safety switch retrofit becomes one attendance with the setup paid once. Walk the property with a notepad before booking, including the items that have been tolerated for years, and have the whole list quoted as a single job.

How ACT Electricians Charge and Why Bundling Pays

The charging structure here rewards planning and punishes piecemeal booking. A licensed electrician charges $100 to $160 an hour in normal hours, and the first attendance carries a minimum of $110 to $200 covering a set initial period whether the work fills it or not. After hours attendance runs at one and a half to two times the day rate before anybody starts, and a Sunday or public holiday call sits at the top of that. Fixed price work on an existing circuit is quoted as a figure because the scope can be seen from the doorway, so a contractor insisting on hourly charging for a single power point is pricing uncertainty that does not exist.

Canberra has one advantage over every other jurisdiction covered on this site and it is worth using. The Territory is compact, the road network is fast and the whole city sits inside a thirty minute drive, so travel and zone fees are rare on ordinary domestic work. That keeps the gap between a quote in Kambah and a quote in Dickson narrow. The exception is the rural edge at Hall, Tharwa, Uriarra and the Naas and Boboyan valleys, where distance and access start to count, and properties just over the border around Queanbeyan sit under New South Wales rules, not ACT ones. Confirm which side of the border the address falls on, because the certificate and the licence framework both change with it. Licensing does not travel across that border in either direction.

The one lever inside an owner control is the number of attendances, and the saving here is straightforward arithmetic. A contractor already on site and already paid for the attendance will commonly price the second and third item at little more than the labour and materials. Build the list up over the year and send the whole thing out at once. Where a property is tenanted, timing that list to coincide with any scheduled work such as an electrical safety inspection removes another visit from the total.

What To Expect on the Invoice

$100 to $160, moving with the suburb and the size of the business
What you see
What it usually means
Minimum charge or first hour
$110 to $200, due whether or not the work fills that period
After hours
One and a half to two times the day rate, applied before any work starts
Fixed price where the scope is visible
Points, switches, downlights and fans on circuits that already exist
Hourly against a written estimate
Fault finding, where pinning down the scope is the job

Travel and zone fees are rare inside Canberra, since the whole city sits inside a thirty minute drive.

The rural edge at Hall, Tharwa and Uriarra is where distance and access begin to count.

Four small jobs handled in one visit avoid three of the four minimum charges.

Properties over the border near Queanbeyan sit under New South Wales rules, not ACT ones. That changes the paperwork, so confirm which side of the border the address falls on.

The Certificate of Electrical Safety and the Fourteen Day Rule

The ACT runs its own certification system and it differs from every state arrangement in a way worth understanding before any work is booked. A Certificate of Electrical Safety has to be issued for electrical work and lodged with Access Canberra within fourteen days. Only a licensed electrician or an Access Canberra electrical inspector can issue one. The customer should receive a copy, and that copy is the only practical proof the work was certified. Ask for it when the work finishes, not six months later when a buyer or an insurer raises the question.

Which form applies depends on what was done, and the distinction decides whether a fee attaches. A repair certificate covers an inspection or a repair that does not alter the wiring, which is the form used when an electrician assesses an installation and finds nothing needing change. An alteration certificate covers new or altered wiring and carries a fee. On a job that starts as an inspection and turns into remedial work, both stages belong recorded, and a quote that mentions neither form has not addressed the paperwork at all. Ask which form the contractor expects to lodge and whether the fee sits inside the quoted figure. On a job that starts as a check and becomes remedial work, expect both.

The oversight model here is an audit, not a mandatory third party inspection. Access Canberra audits a proportion of the certificates lodged, so the system relies on the licensed person certifying honestly and on the regulator sampling the results. The practical difference for an ACT owner is that no separate inspection fee lands on an ordinary job, unlike Victoria where prescribed work attracts an independent inspection every time. The trade off is that your own copy of the certificate carries more weight, since it may be the only record anybody holds. Photograph it the day it arrives and store the image somewhere other than the house. A conveyancer will ask for it years later and nobody else keeps a copy for you.

There are situations that do trigger a real inspection, and both are worth knowing. A property disconnected from supply for more than six months cannot be reconnected until a licensed electrician has inspected and tested the installation and an Access Canberra electrical inspector has found it compliant. Ceiling insulation work in a rental triggers its own assessment and report, covered further down this page. Everything else runs on the certificate, lodged inside fourteen days.

Element What Applies Who Does It Why It Matters To You
Lodgement deadline Within 14 days of the work Licensed electrician A late or missing certificate is a real compliance gap
Who can issue Licensed electrician or Access Canberra inspector Licensed person Nobody else can certify the work
Repair certificate Inspection or repair that does not alter wiring Licensed electrician This is the form used on an assessment
Alteration certificate New or altered wiring, and a fee applies Licensed electrician Ask whether the fee sits in the quote
Your copy Provided to the customer Licensed electrician The only practical proof the work was certified
Regulator oversight Access Canberra audits a proportion of certificates Access Canberra No separate inspection fee on an ordinary job
Disconnected over six months Inspection and test, then Access Canberra compliance check Electrician and Access Canberra Evoenergy will not reconnect without it
Rental insulation work Separate electrical assessment and inspection report Licensed electrician Required before insulation is installed

ACT Licence Classes and Who Can Contract

The ACT licences electrical work differently from the states and the difference matters when hiring. There is no separate electrical contractor licence here. An unrestricted electrician licence permits electrical wiring work without supervision, supervising the wiring work of others, and contracting for electrical work, unless the particular licence carries a condition excluding contracting. That single class does the job that a worker licence and a contractor registration do between them in Victoria, so the question to ask is simply whether the licence is unrestricted and whether it is conditioned. A conditioned licence can do the work and cannot contract for it, which matters when hiring an individual directly. Through a business that distinction is usually already handled.

Below that sit five restricted classes and two permits, each tied to a trade scope. The restricted classes cover incidental wiring work connected with electrical fitting, mechanical fitting, plumbing and gasfitting, refrigeration and air conditioning, and type B gas appliances, with contracting subject to the same condition. An electrotechnology systems permit allows wiring work under the supervision of an unrestricted licence holder and is the usual route to gaining the experience needed to upgrade. The practical point for a customer is that a restricted licence holder who arrives to disconnect and reconnect an appliance is not licensed for general wiring work. That is a scope limit and not a reflection on the tradesperson, so the right question is simply which class is being sent. An air conditioning technician with a restricted licence can connect the unit and not rewire the board.

Checking the licence takes a few minutes and buys more protection per dollar than anything else on a job. Construction occupation licences are assessed and issued through Access Canberra, and the licence framework is published by the City and Environment Directorate. Ask for the licence number and the class before work starts, since asking afterwards is how disputes begin. The wiring rules that every class works to are published by Standards Australia, and the Territory legislation itself sits on the ACT Legislation Register.

Doing the work yourself is unlawful and the reservation is broad. Electrical wiring work on a fixed installation is reserved to licensed persons, and that includes replacing a hard wired light fitting, adding a point and changing a switch. Beyond the legal position, an uncertified alteration is the item that surfaces at sale, at an insurance claim or at a reconnection inspection, and unwinding it costs more than it saved. In a city with this much roof space work, it is also the kind of shortcut that puts somebody in a ceiling they should not be in.

Class What It Permits What It Cannot Do Why It Matters To You
Unrestricted electrician licence Wiring work unsupervised, supervising others, and contracting Contract where the licence is conditioned to exclude it This is the class to ask for by number
Restricted, electrical fitting Incidental wiring for electrical fitting disconnection and reconnection General wiring work Common with appliance technicians
Restricted, mechanical fitting Incidental wiring for mechanical fitting work General wiring work Common with plant technicians
Restricted, plumbing and gasfitting Incidental wiring for plumbing and gasfitting work General wiring work Relevant on hot water changeovers
Restricted, refrigeration and air conditioning Incidental wiring for refrigeration and air conditioning work General wiring work Relevant on split system installs
Restricted, type B gas appliances Incidental wiring for type B gas appliance work General wiring work Narrow commercial scope
Electrotechnology systems permit Wiring work under supervision of an unrestricted licence holder Unsupervised work or contracting The route to an unrestricted licence
Unlicensed person No electrical wiring work on a fixed installation Replace a hard wired fitting or add a point An uncertified alteration surfaces later

Switchboard, Meter Box and Supply Pricing

Switchboards generate the largest everyday electrical figures in Canberra and the enclosure sets them, not the devices inside. Adding a safety switch where the board has spare capacity runs $360 to $860, a partial upgrade sits at $950 to $2,200, and a full replacement at $1,600 to $4,200. A great deal of the ex government housing through Woden, Weston Creek and Belconnen still carries the board arrangement of its decade, with ceramic fuses and no physical room for modern protection devices. Once the enclosure has to be replaced, the tails and sometimes the consumers mains go with it, and a switchboard upgrade becomes a staged piece of work.

The meter box carries a second significance in Canberra that it has nowhere else. An affected loose fill asbestos property displays a safety tag at the electricity meter box and the switchboard, which means the meter box is where an electrician looks first on any house built between the late nineteen sixties and the end of the seventies. Where that tag is present, the scope of any work above a ceiling changes completely and the job stops being an ordinary quote. Where it is absent on a house of that era, a cautious contractor may still treat roof space access carefully until the history is clear. That caution is priced in, and asking about it directly tends to produce a clearer quote. Where a house of that era has documentation, bring it to the first conversation.

Supply work brings Evoenergy into the job and that sets the timeframe more than the price. Relocating a meter box runs $2,300 to $6,200, and a single phase to three phase upgrade sits at $3,400 to $11,000 where the network can supply it from the street. Both involve a distributor step outside the electrician control, so the coordination belongs on its own line with an honest timeframe beside it. Settle the supply capacity before committing to ducted heating, a large charger or a workshop, since finding the ceiling afterwards turns a planned project into an unplanned one.

Work ACT Band Certificate Form What Decides the Figure
Safety switch added, spare ways available $360 - $860 Alteration Spare capacity in the enclosure
Partial switchboard upgrade $950 - $2,200 Alteration Device count and enclosure room
Full switchboard replacement $1,600 - $4,200 Alteration Enclosure size, tails, mains condition
Consumers mains replacement $1,500 - $4,800 Alteration Run length and route
Meter box relocation $2,300 - $6,200 Alteration Evoenergy process and new position
Single phase to three phase upgrade $3,400 - $11,000 Alteration Street capacity and distributor works
Sub board to a shed or studio $1,200 - $3,800 Alteration Distance and whether the run is underground
Board inspection with no change made $180 - $420 Repair Access and point count
Reconnection inspection after six months $340 - $980 Repair or alteration Condition of the installation

Rewiring Costs by Canberra Housing Era

Canberra was built in waves and the wave tells you more about a rewire than the floor plan does. Inner north and inner south housing through Braddon, Ainslie, Reid, Forrest and Yarralumla dates from the nineteen twenties and thirties, is often solid brick with lath and plaster, and rewires at $15,000 to $28,000 because the walls have to be opened and made good. The ex government stock through Woden, Weston Creek and Belconnen from the nineteen sixties and seventies is brick veneer on a timber frame with a usable cavity, which brings a comparable house down to $12,000 to $20,000. The difference is almost entirely the wall material and the making good that follows it. Neither figure is really about the size of the house.

The newer districts are easier again and the question shifts from condition to capacity. Tuggeranong housing from the nineteen eighties rewires at $10,500 to $18,000, with the original board commonly the first useful stage. Gungahlin from the nineties onward and the Molonglo Valley from the twenty tens were wired to more recent rules with boards that often have spare ways, so a full rewire is rarely the question and adding capacity for what the house was not fitted with is. Molonglo building is all electric from the start, which changes the load profile and leaves the wiring condition aside.

Across every era, the roof space and the occupancy both cut into the figure. The first is the roof space, because Canberra ceiling work carries both the asbestos history described below and, in many houses, insulation that has to be moved and reinstated properly. The second is occupancy, since a staged rewire at $1,200 to $3,000 per room costs more in total than one pass through an empty house but spreads the figure and leaves each stage safe and functional. A property between tenancies or ahead of a renovation is the cheapest moment to do the work. Where a kitchen or bathroom is being rebuilt anyway, that part of the rewire costs a fraction of the standalone figure. Sequence the electrical work behind whatever else is opening up.

District and Era Typical Suburbs Rewire Band Why
Inner north and south, 1920s and 1930s Braddon, Ainslie, Reid, Forrest, Yarralumla $15,000 - $28,000 Solid brick, lath and plaster, making good
Postwar inner, 1940s and 1950s Narrabundah, Griffith, Turner $13,000 - $23,000 Mixed construction and multiple vintages
Ex government, 1960s and 1970s Woden, Weston Creek, Curtin, Lyons $12,000 - $20,000 Timber frame cavity, original boards
Belconnen expansion, 1970s Belconnen, Kaleen, Hawker $11,500 - $19,500 Cavity access, asbestos era overlap
Tuggeranong, 1980s Kambah, Wanniassa, Calwell $10,500 - $18,000 Boards the main constraint
Gungahlin, 1990s and 2000s Gungahlin, Nicholls, Amaroo $9,500 - $16,500 Newer wiring, often partly upgraded
Molonglo Valley, 2010s onward Wright, Coombs, Denman Prospect $8,500 - $15,000 All electric, current rules, capacity the question
Rewire per room, occupied staging Any era $1,200 - $3,000 Each stage left safe and functional

Power Points, Lighting and Small Fixed Price Work

Small work is where Canberra construction shows up in the price and the band moves with the wall. A point added to an existing circuit in brick veneer runs $190 to $420, because the timber frame cavity gives the cable a route and no wall has to be opened. The same point in solid brick with lath and plaster through the inner suburbs runs $320 to $660, because the wall is chased and then has to be patched and painted. Ask which figure applies and whether making good is inside it, since that single question explains most of the gap between two quotes. Where two contractors have assumed different wall types, they are not pricing the same work. Say which it is when you book and the figures come back comparable.

Lighting carries an ACT specific detail that is easy to miss and expensive to get wrong. Where a ceiling holds insulation, or is about to, the downlight has to be a type rated for contact with it, which in practice means an IC-4 rated LED fitting at $85 to $175 per unit. Replacing an old halogen or incandescent recessed downlight with an IC-4 rated LED is treated as a repair for certificate purposes. Lighting installation in a Canberra ceiling should state the fitting rating on the quote, because an unrated fitting under insulation is a fire risk and a compliance problem at once.

Fans, exhausts and heat lamps fill out most Canberra lists, and the cold climate shifts what people ask for. A ceiling fan on an existing point runs $210 to $500 with the roof space bracing deciding the band. A bathroom heat lamp and fan unit is far more common here than in the northern cities and runs $320 to $780 including the electrical work, because a Canberra bathroom on a July morning is a genuinely cold room. Exhaust fan installation runs $290 to $700 depending on the duct route, and ducting to outside, not into a roof space matters more where insulation sits above the ceiling. Venting moist air into an insulated roof space moves the problem somewhere else. In a cold climate that shows up as condensation and eventually as staining on the ceiling.

Job Brick Veneer Solid Brick and Plaster Notes
Power point added, existing circuit $190 - $420 $320 - $660 Making good may be excluded
Double point replacing a single $150 - $310 $215 - $470 Usually no new cable needed
Light switch replaced $135 - $245 $160 - $270 Minimum charge dominates
New light point and switch $330 - $650 $480 - $1,050 Ceiling access decides the figure
Downlights changed to IC-4 rated LED, each $85 - $155 $95 - $175 Rating matters where insulation is present
Ceiling fan, existing point $210 - $430 $250 - $500 Roof space bracing decides the band
Bathroom heat lamp and fan unit $320 - $700 $380 - $780 Common in a cold climate
Bathroom exhaust fan $290 - $580 $350 - $700 Duct to outside, not into a roof space
Heated towel rail circuit $280 - $720 $340 - $820 Dedicated circuit and position
External weatherproof point $290 - $540 $350 - $640 Wall type and circuit protection

Heating, Hot Water and the Coldest Capital

Canberra has the coldest winters of any Australian capital and heating dominates the electrical conversation here more completely than anywhere else in the country. Overnight temperatures below zero are ordinary through June and July, frosts are routine, and the housing stock was built across decades that assumed gas. A ducted reverse cycle installation needs $1,400 to $3,600 of electrical work where the supply will carry it, and considerably more where a three phase upgrade comes first. The constraint is almost always the switchboard and the supply, so establish the capacity before choosing a system. Choosing the system before assessing the board is how a heating project here picks up an unplanned upgrade. Have the board looked at before the system is ordered.

Heat pump performance at low ambient temperatures is the selection question that matters most here and the one most often glossed over in a sales conversation. Every heat pump loses output as the air gets colder, and a unit chosen on its nominal rating can underperform badly on a frosty Canberra morning. Ask for performance figures at a low ambient temperature, for space heating and for hot water alike. Heat pump hot water installation needs a dedicated circuit and a sensible outdoor position at $450 to $1,250 on the electrical side, and the position affects winter output as much as the model does. The same unit in a cold shaded corner will not match one sitting in open air. Position and model deserve equal attention in a Canberra quote.

The smaller cold climate items add up and they are worth batching into one attendance. A heated towel rail circuit runs $280 to $820 depending on the position and whether a dedicated circuit is needed, and a heated towel rail earns its keep in a climate where a bathroom does not dry out on its own. Underfloor heating installation prices per area at $95 to $240 per square metre including controls where the floor is being replaced anyway, and a bathroom is the usual starting point because the area is small and the comfort difference on a July morning is large. Running it on a timer and not continuously makes most of the difference to the bill. Beyond a small area it wants a dedicated circuit carrying its own protection.

Running costs deserve a mention because they shape what Canberra households actually choose. The ACT Government climate programs run the Energy Efficiency Improvement Scheme under the Energy Efficiency (Cost of Living) Improvement Act 2012, which obliges the larger electricity retailers to deliver eligible efficiency activities to households. Efficient electric space heating and cooling, heat pump hot water and insulation sit among the eligible activities, so the discount reaches the household through the retailer, not through the electrician. Ask your retailer what it currently offers before buying, because the answer changes the comparison between two systems. That discount reaches you as a lower installed price, so it belongs in the quote comparison and not treated as a separate rebate to chase later.

Work Electrical Band Certificate Form What Decides It Here
Ducted reverse cycle, supply adequate $1,400 - $3,600 Alteration Zone count and controls
Ducted reverse cycle, three phase upgrade first $4,800 - $13,500 Alteration Street capacity and Evoenergy works

Loose Fill Asbestos and the Meter Box Safety Tag

No other Australian city carries an electrical consideration quite like this one, and it is the single most useful thing a Canberra property owner can understand before booking roof space work. Loose fill amosite asbestos insulation was blown into the ceilings of more than a thousand Canberra houses by one installer and its successors between 1968 and the end of the nineteen seventies. The ACT Government ran a Loose Fill Asbestos Insulation Eradication Scheme under which affected properties were bought back, the insulation removed and the house demolished. WorkSafe ACT publishes the guidance that still governs how anybody works in an affected building. The question for an owner is narrower, which is what this particular house holds and what the records say. Between them those answers govern any work above the ceiling.

The electrical connection is direct and it sits exactly where an electrician works. An affected property must display a safety tag at the electricity meter box and the switchboard, so the first thing a careful electrician does on any house of that era is look at the meter box before opening anything else. Owners who remain in an affected home, or who let others live in one, must have an Asbestos Contamination Report prepared and lodged with WorkSafe ACT. Fibres were found remaining in roof spaces, wall cavities and subfloors, and behind cornices, which covers most of the places a cable run would otherwise go.

For an owner, the consequences show up directly in what a quote should say. Any work above a ceiling in a house built between the late nineteen sixties and the end of the seventies deserves the asbestos question asked and answered in writing before a figure is accepted. Where a safety tag or a contamination report exists, the work is a different scope with different precautions and a different contractor mix, and asbestos testing and inspection belongs ahead of the electrical quote, not alongside it. Where the history is simply unknown, a contractor pricing roof space access cautiously is being careful, not opportunistic. Where the history is clear, say so at the booking and the quote comes back tighter. Uncertainty is what gets priced, so removing it is free.

This is also the reason Canberra electricians often propose solutions that avoid the ceiling altogether. Surface mounted fittings, a cable route through a subfloor or a wall cavity instead of a roof space, or a switch position chosen to shorten a run can all cost less and carry less risk than the obvious route. Where a house of that era needs significant work, that conversation belongs at the start. Ordinary asbestos cement sheeting and board backing panels are a separate and much more common issue across Australian housing, and asbestos removal for those belongs on its own licensed line. Keeping the two issues separate in a quote prevents one being priced as the other. Board backing panels turn up across the country and loose fill does not.

The Canberra Specific Check

What to check
Loose fill amosite insulation was blown into more than 1,000 Canberra ceilings between 1968 and the late 1970s.
Affected properties must display a safety tag at the electricity meter box and the switchboard.
That tag is the first thing a careful electrician checks on any house of that era.
Owners remaining in an affected home must lodge an Asbestos Contamination Report with WorkSafe ACT.
Fibres were found in roof spaces, wall cavities, subfloors and behind cornices.
The eradication scheme bought back affected properties, removed the insulation and demolished the house.
Have the asbestos question answered in writing before accepting a price for roof space work.

Surface mounted fittings and subfloor or cavity routes often avoid the ceiling altogether.

Ordinary asbestos cement sheeting and board backing panels are a separate and far more common issue.

Ask the question before the quote, not after the ceiling is open. On a house of that era it is the most important thing either party establishes.

Ceiling Insulation, Downlights and the Rental Assessment

The ACT has an electrical requirement attached to ceiling insulation that exists in no other jurisdiction covered on this site, and landlords meet it directly. Where ceiling insulation is installed or upgraded in a rental under the Residential Tenancies Amendment Regulation 2023, or under ACT Government programs, a licensed electrician has to assess any wiring the insulation affects and complete an Insulation Installation Electrical Safety Inspection Report. The assessment happens before the insulation goes in, and the insulation installer should hold a copy before starting work. Guidance sits with Access Canberra.

What the electrician assesses deserves understanding, because it explains the cost. Insulation traps heat around cables and fittings, so the assessment covers the current carrying capacity of the existing cabling against the load on each circuit, which can mean changing circuit protection ratings to account for the de-rating effect, fitting residual current devices on affected circuits, or adding a circuit so a high use area still works once the de-rating is applied. Clearances around electrical equipment for heat dissipation are checked as well. The work follows AS/NZS 3000. None of it is visible to an owner looking at a ceiling, which is why the assessment exists at all.

Downlights are the item that most often turns the assessment into remedial work. Where halogen or incandescent recessed downlights are present they need replacing with IC-4 rated LED fittings, which are rated for contact with insulation, and that replacement is treated as a repair for certificate purposes. The assessment itself runs $280 to $720 depending on the point count, with any remedial work priced separately. Ceiling and wall insulation installation and the electrical assessment are best scheduled together so the sequence runs in the right order.

One safety rule in this area is absolute and worth stating plainly. The power has to be turned off before anybody inspects or installs ceiling insulation, which follows AS 3999. For an owner that means the insulation visit and the electrical visit have to be coordinated, not run in parallel, and it is another argument for booking both through people who have done the sequence before. Keep the inspection report with the certificate, because together they are the record that answers a later question from a tenant, an insurer or a tribunal. Keep both with the tenancy file instead of the property file, since that is where they get asked for. A tenant is entitled to know the work was done.

What Is Required and What It Costs

$280 to $720 depending on the point count, with remedial work priced separately
What is required
A licensed electrician assesses the wiring the insulation affects and completes an inspection report.
The assessment happens before the insulation is installed, and the installer should hold a copy.
Circuit protection ratings may change to account for the de-rating effect of insulation on cabling.
Residual current devices may be fitted on affected circuits, or a circuit added for a high use area.
Halogen and incandescent recessed downlights need replacing with IC-4 rated LED fittings.
A downlight replacement of that kind is treated as a repair for certificate purposes.
Clearances around equipment for heat dissipation are checked as part of the assessment.

The supply has to be isolated before anybody inspects or installs ceiling insulation.

Book the electrical assessment before the insulation installer, not after. The sequence is part of the requirement and getting it backwards means paying for two visits.

The Gas Transition and What It Means for Your Board

The ACT has gone further than any state on moving households off gas, and the electrical consequences are immediate. A regulation preventing new fossil fuel gas network connections took effect on 8 December 2023, which stops new gas meters being installed at premises that do not have one. It applies across residential, commercial and community facility land use zones, and to residential class 1 to 4 buildings in other zones. Existing connections are not affected, so a household with a gas meter can keep using gas. Material on the change sits with the ACT Government climate programs.

One detail inside that regulation catches renovators and deserves knowing before a project starts. Where an existing gas connection is decommissioned during a major renovation or rebuild, reconnecting afterwards counts as a new connection and therefore cannot happen. In practice that means a renovation which removes the gas meter has made the house all electric whether or not that was the intention. Decide that question deliberately at the design stage, because the electrical scope for an all electric house is larger than for a house keeping gas cooking and gas heating. Raise it with the builder before the gas meter is removed, because afterwards there is no decision left to make.

For established houses the transition arrives one appliance at a time and each change adds electrical load. A cooktop changeover to induction needs $540 to $1,450 of electrical work, a hot water changeover to a heat pump $450 to $1,250, and a heating changeover to ducted reverse cycle $1,400 to $3,600 or considerably more with a supply upgrade. The pattern worth avoiding is converting three appliances on an unassessed board and discovering at the third that the board and possibly the supply need replacing. Have the capacity assessed once at the start of a conversion plan. Three appliances converted on a board nobody assessed is how the third conversion turns expensive. One assessment at the start covers the whole plan.

What Changed and What It Costs

What it usually means
Hot water changeover to a heat pump
$450 to $1,250 on the electrical side
Heating changeover to ducted reverse cycle

New fossil fuel gas network connections have been prevented since 8 December 2023.

The regulation covers residential, commercial and community facility zones, and class 1 to 4 homes elsewhere.

Existing gas connections are unaffected, so a house with a meter can keep using gas.

Decommissioning a gas connection during a renovation and reconnecting counts as a new connection.

A renovation that removes the gas meter has made the house all electric, intended or not.

Have the board and supply assessed once at the start of a staged conversion.

Decide the all electric question at the design stage of a renovation. Discovering it when the meter has already gone removes the choice entirely.

Evoenergy, Connections and the Six Month Rule

One distributor covers the whole Territory for both electricity and gas, which makes the network question simpler here than in any state. Evoenergy owns the poles, the street wires, the service fuse and the meter across Canberra and the surrounding ACT. Everything from the point of supply inward belongs to the property owner and is electrician work. Calling the wrong one costs an attendance, because an electrician cannot resolve a fault on the network side and the call out is still charged. Thirty seconds of checking prevents that charge.

The ACT rule that catches people out most often concerns reconnection after a long vacancy. Where a property has been disconnected from supply for more than six months, it cannot be reconnected until a licensed electrician has inspected and tested the installation and an Access Canberra electrical inspector has found it compliant. Evoenergy crews then verify compliance before restoring supply, and without that evidence they will not reconnect. That inspection sits at $340 to $980, with anything it finds priced on top. This catches deceased estates, long renovations, investment properties between tenancies and houses held vacant through a sale process.

A little more belongs said about the network side. Same day re-energisation requests have cut off times, with residential requests needing to reach Evoenergy by 2pm and commercial by 1pm, and even then immediate restoration is not guaranteed, so a settlement or a move in date deserves more lead time than people allow. Where a complaint concerns supply quality, a meter or a retailer, it goes to the energy ombudsman arrangements, not to the electrician or to Access Canberra. Knowing which body owns which problem saves a wasted week. Note the date and time of any supply problem, because a documented pattern carries far more weight than a single call. Repeated voltage complaints without dates rarely go anywhere.

Who Owns What and the Six Month Rule

Evoenergy is the single distributor for both electricity and gas across the ACT.

A street out together is the distributor problem and not an electrician call.

One property without power while neighbours have it is almost always internal.

An Access Canberra electrical inspector must then find it compliant before Evoenergy will reconnect.

That inspection runs $340 to $980 before any remedial work, and catches estates and long vacancies.

Same day re-energisation requests close at 2pm residential and 1pm commercial, with no guarantee.

If a property has sat empty for more than six months, start the reconnection process well before the date you need power. It is a sequence of three parties, not one phone call.

Solar, Battery and EV Charging in the ACT

Canberra combines strong solar uptake with a climate that suits it better than the raw latitude suggests, because clear cold days give good output and lower panel temperatures help efficiency. A new 6.6kW system runs $4,500 to $9,100 installed after rebates, with the roof orientation, the number of roof planes, the inverter brand and any switchboard work deciding the figure. Solar panel installation quotes should state the yield expected at the orientation the roof actually has, not a figure for the postcode. Confirm the asbestos history on a house of the late sixties or seventies before anybody plans a cable route through the roof space. The answer shapes the method first and the figure second.

Export limiting is set by the distributor and here that means one process across the whole Territory. Evoenergy applies connection rules capping how much a system can export, and the cap depends on the street, the phase configuration and the existing network capacity in that part of Canberra. A system quoted at a nominal size can be approved at a materially lower export figure, which changes the payback, not the installation price. Get the approved export limit in writing before paying a deposit.

Battery storage suits this city for reasons beyond arbitrage. A battery installation runs $9,000 to $19,500 for a typical domestic capacity including the electrical work, and the case improves with every gas appliance converted to electric, because the evening load through a long cold winter is high. A household running reverse cycle heating through a frosty evening is a better case than the same household on the coast. The all electric direction of the Territory means that load profile is becoming more common, not less. A battery also keeps a house running through an interruption, which matters more once heating and hot water are both electric.

EV charging sorts into four reasonably clean tiers and establishing the tier makes quotes comparable. A single phase 7kW charger beside the board with a spare way free runs $1,400 to $2,100, the same charger with a fifteen to thirty metre cable run $2,100 to $3,200, and a board with no spare way $3,200 to $5,800 because an upgrade joins the job. Three phase at 22kW where the supply does not exist runs $6,000 to $15,500. EV charger installation on a pre nineteen ninety house should carry a supply assessment with it. A load management device at $440 to $1,000 often avoids an upgrade costing several times that. On a board with nothing spare it is the first option worth pricing.

What Each Element Costs

What you see
What it usually means
Inverter replacement
$1,600 to $4,000, usually the repair that restores an older system to original output
Battery storage with the electrical work
$9,000 to $19,500, with a high winter evening load improving the case
EV charger with a fifteen to thirty metre run
$2,100 to $3,200
EV charger where the board has no spare way
$3,200 to $5,800 including the upgrade
Load management device
$440 to $1,000 fitted, often avoiding a supply upgrade costing several times more

Annual output stated for the roof as it sits, not a generic figure for the suburb.

Approved export limit in writing before any deposit, since the cap varies by street and phase.

EV charger beside the board with a spare way free: $1,400 to $2,100.

On a house of the late sixties or seventies, settle the roof space asbestos question before any solar or charger cable route is planned. It decides the method before it decides the price.

Fault Finding and What It Should Cost

Fault finding is the one job that cannot honestly be sold at a fixed price, because the scope is precisely what the contractor is being paid to establish. The structure to expect is a first hour at $150 to $310 with a written estimate for anything beyond it, and a reputable contractor will stop and report before continuing. Canberra adds a particular wrinkle in the older districts, where insulation above a ceiling and an asbestos history below the roof sheeting can both limit how freely an electrician moves through a roof space, and that limit shows up as time. Bring whatever history exists to the call, including what a previous owner mentioned and which rooms have been altered. On an older installation a systematic search beats an inspired one every time.

The same handful of faults accounts for most call outs here. Where a safety switch trips after rain or snow melt it is nearly always real earth leakage, and the source is usually an external point, a hot water element or moisture sitting in a light fitting. A circuit that fails when something is disturbed in pre nineteen fifties inner suburban housing points at brittle insulation at the end of its life, not at the fitting that was touched. Nuisance tripping on an old board is often one protection device covering too many circuits, which is an arrangement problem. A heating system that will not start on the first hard frost of the year is more often controls or a circuit than the appliance.

Running a few checks before dialling cuts what gets charged in searching. Unplug everything on the affected circuit and try resetting, since a device that holds points at an appliance while one that trips regardless points at the installation itself. Note the weather in the preceding days, because moisture driven faults behave differently from load related ones. Check whether neighbours have power. Where the fault is intermittent, write down the times and conditions, since a reproducible fault is found far faster than one that is not. Electrical fault finding is quicker when the history comes with it.

What To Expect and What To Check First

$150 to $310, charged hourly with a written estimate for anything beyond it
What you see
What it usually means
Safety switch tripping after rain or snow melt
Usually genuine earth leakage at an external point or element
Circuit failing when something is disturbed
In older inner suburban housing this points at the cable
Nuisance tripping on an old board
Often one device covering too many circuits, fixed by splitting them
Heating refusing to start on the first cold morning
Usually the controls or the circuit, not the appliance
Clear the circuit and reset
If it holds, suspect an appliance; if it trips anyway, suspect the installation

Expect the contractor to stop and report before continuing past the estimate.

Roof space limits from insulation or an asbestos history show up as time on the invoice.

A fixed price for fault finding usually means either a padded figure or a search that stops early. Hourly against a written estimate, with an agreed point to stop and report, is the honest arrangement.

What to Look Out For in an ACT Electrical Quote

Most ACT electrical disputes trace to something absent from the quote, not to something wrong in it, which makes reading for omissions the highest value thing an owner can do. Labour should carry a rate and expected hours. Materials should name specifications, since a line reading protection devices without the device type leaves room for the cheapest item that passes, and on lighting the fitting rating belongs named where insulation is involved. The Certificate of Electrical Safety should be confirmed as included, with the repair or alteration form identified so the fee position is clear. Making good after chasing belongs either included or excluded in words, since that single omission causes more argument than any other.

The omissions worth hunting for in an ACT quote are specific, and each deserves naming. The asbestos question on any house built between the late nineteen sixties and the end of the seventies, answered in writing before roof space work is priced. The IC-4 rating on downlights where a ceiling holds insulation or will. The insulation electrical assessment and its report where a rental is having ceiling insulation installed. Evoenergy coordination where a meter or a connection step is involved. Making good after chasing in solid walled inner suburban housing.

Most variations here begin with a fixed price given before anybody opened the switchboard, and that weakness behind most variations here, and the proportion of ex government housing with original boards makes it common. Priced from the kerb it is an estimate wearing a fixed figure, and the variation turns up when the cover comes away. A rewire priced off a floor plan in a house of the twenties or thirties sits in the same position. Insist on an inspection before accepting a fixed figure on either job, and treat a contractor who declines as having told you something useful at no cost. A contractor confident in their own pricing has no reason to avoid opening a board.

Beyond the figure itself, a couple of signals are worth heeding. A quote well short of every other one has been scoped differently, and here the difference is most often the certificate, the downlight rating or the asbestos precaution, so compare inclusions line by line first. A business that will not provide a licence number and class, or that presses for a cash deposit before any paperwork, is worth declining on those grounds alone. Consumer protection in trade contracting is administered federally by the ACCC and locally through Access Canberra fair trading. Reading the deposit and cooling off provisions before signing is a useful half hour.

Getting Comparable ACT Electrical Quotes

Quotes only line up when each contractor has the same description to work from, and in the ACT a specific set of details does that. Give the suburb, the era of the house, whether the walls are solid brick with lath and plaster or brick veneer, whether there is a safety tag at the meter box, whether the ceiling holds insulation, and what the job needs to achieve instead of what you think the solution is. Send through a photograph of the open board together with one of the work area. Assembling that takes a quarter of an hour and strips most of the spread out of the replies. Mention the asbestos history on a house of that era, or the lack of one in the same message.

Three quotes suits a market this size, and the middle figure is usually the one with nothing missing. Where one comes in well short of the others, find the difference in scope before concluding anything about value, because here the gap is most often the certificate, the fitting rating or the asbestos precaution. Where a figure sits well above, ask what it includes that the others do not. A quote that is higher on paper and complete can be cheaper by the end, and lining the three up by inclusion usually settles it.

Timing works two ways in this city and both are worth using. Emergency and after hours attendance carries a premium of one and a half to two times the day rate, so anything that can wait for a weekday morning should. The seasonal direction matters more here than almost anywhere, because the first cold snap of the year of the year generates a surge of heating and switchboard calls across the Territory and lead times stretch accordingly. Booking heating related electrical work in late summer costs the same and gets attention sooner. February and March are the quietest months for heating work in this city. Contractors with capacity price a batched list more keenly.

Hold on to the paperwork, since in this Territory nobody else keeps a copy for you. The Certificate of Electrical Safety for each job, any insulation inspection report, the invoice and a photograph of the finished board together form the file a conveyancer, an insurer, a tenant or a later contractor will ask for. Where a dispute does arise, the forum follows the problem: licensing and safety concerns go to Access Canberra, while a civil dispute over workmanship or money goes to the ACT Civil and Administrative Tribunal, which hears consumer matters generally up to twenty five thousand dollars. Where Access Canberra fair trading reaches a conciliation agreement, the tribunal can give it effect, and that path is often quicker. Anything involving work health and safety or asbestos belongs with WorkSafe ACT rather than either of those.

For the local picture behind these Territory wide bands, the Canberra page sets out what changes by district, from the inner suburbs through the ex government housing to Gungahlin and the Molonglo Valley, along with apartment and unit title work, the bushfire prone rural edge and the suburb by suburb switchboard picture.

Electrical Pricing Across the ACT

These bands apply across the Territory, from the inner north and inner south through Woden, Weston Creek, Belconnen, Tuggeranong, Gungahlin and the Molonglo Valley, and out to the rural blocks and villages at Hall, Tharwa and Uriarra. Canberra is compact enough that travel rarely appears as a zone fee, so the variation sits in the era of the building, the condition of the switchboard and whether the property carries an asbestos history.

ACT Electrical Pricing FAQ

What does an electrician charge per hour in the ACT in 2026?
Between $100 and $160 an hour for domestic work in normal hours, with a minimum charge of $110 to $200 covering the first period on site whether the work takes that long or not. After hours attendance runs at one and a half to two times the day rate, and a Sunday or public holiday call sits at the top of that band. Canberra has one advantage over the state markets, which is that the whole city sits inside a short drive, so travel and zone fees rarely appear on ordinary domestic work. The rural edge at Hall, Tharwa and Uriarra is where distance starts to count.
What is a Certificate of Electrical Safety and when should I get mine?
It is the ACT certification document for electrical work, and it has to be lodged with Access Canberra within fourteen days of the work. Only a licensed electrician or an Access Canberra electrical inspector can issue one. You should receive a copy, and that copy is the only practical proof the work was certified, so ask for it at the time rather than months later. Which form applies depends on the work: a repair certificate covers an inspection or a repair that does not alter wiring, while an alteration certificate covers new or altered wiring and carries a fee.
Does the ACT require an independent inspection like Victoria does?
No, and the difference is worth understanding if you are comparing quotes across the border. Victoria requires prescribed work to be inspected by an independent Licensed Electrical Inspector within eight business days, at a separate fee. The ACT instead relies on the licensed person certifying the work and on Access Canberra auditing a proportion of the certificates lodged. The practical effect is that no separate inspection fee lands on an ordinary ACT job. Two situations do trigger a real inspection, being reconnection after six months disconnected and ceiling insulation work in a rental.
Why does my electrician want to look at the meter box before anything else?
Because in Canberra the meter box is where an asbestos safety tag would be displayed. Loose fill amosite insulation was blown into the ceilings of more than a thousand Canberra houses between 1968 and the end of the nineteen seventies, and an affected property must display a safety tag at the electricity meter box and the switchboard. Fibres were found remaining in roof spaces, wall cavities, subfloors and behind cornices, which covers most places a cable would run. On any house of that era, that check costs nothing and changes the scope of everything above the ceiling.
I am a landlord installing ceiling insulation. What electrical work is involved?
Where ceiling insulation is installed or upgraded in a rental under the Residential Tenancies Amendment Regulation 2023 or an ACT Government program, a licensed electrician must assess the wiring the insulation affects and complete an Insulation Installation Electrical Safety Inspection Report before the insulation goes in. The assessment runs $280 to $720 depending on the point count, with remedial work priced separately. It can involve changing circuit protection ratings for the de-rating effect, fitting residual current devices, adding a circuit, and replacing halogen or incandescent recessed downlights with IC-4 rated LED fittings.
What does a switchboard upgrade cost in Canberra?
A safety switch added to an existing board runs $360 to $860, a partial upgrade $950 to $2,200, and a full replacement $1,600 to $4,200. The enclosure decides the figure far more than the devices do, and a great deal of the ex government housing through Woden, Weston Creek and Belconnen still carries the board arrangement of its decade with no physical room for modern protection. Once the enclosure has to go, the tails and sometimes the consumers mains go with it. Any fixed price given without somebody opening the board is an estimate in disguise.
Can I still get a new gas connection in the ACT?
No. A regulation preventing new fossil fuel gas network connections took effect on 8 December 2023, covering residential, commercial and community facility zones along with class 1 to 4 residential buildings elsewhere. Existing connections are unaffected, so a house with a gas meter can keep using gas. The detail that catches renovators is that decommissioning an existing connection during a major renovation and then reconnecting counts as a new connection, so a renovation that removes the meter has made the house all electric. Decide that question at the design stage.
My property has been empty for more than six months. Can I just have the power turned back on?
Not directly, and this is the ACT rule that surprises people most. Where a property has been disconnected for more than six months, a licensed electrician must inspect and test the installation and an Access Canberra electrical inspector must find it compliant before Evoenergy will reconnect. That inspection sits at $340 to $980, with anything it finds priced on top. It catches deceased estates, long renovations and investment properties held vacant through a sale. Start the process well before the date you need power, because it involves three parties rather than one phone call.
How much electrical work does a heating change need in Canberra?
More than most households expect, because this is the coldest capital and the housing stock was built across decades that assumed gas. Ducted reverse cycle needs $1,400 to $3,600 of electrical work where the supply will carry it, and $4,800 to $13,500 where a three phase upgrade comes first. A heat pump hot water unit needs $450 to $1,250 on the electrical side. Ask for heat pump performance figures at a low ambient temperature rather than at the nominal rating, because output falls as the air gets colder and a frosty Canberra morning is where that matters.
Who do I complain to if ACT electrical work goes wrong?
It depends on the problem, and a complaint lodged with the wrong body is closed and never passed on. Licensing concerns, suspected unlicensed work and certificate problems go to Access Canberra, which administers construction occupation licences. A civil dispute over workmanship or money goes to the ACT Civil and Administrative Tribunal, which hears consumer matters generally up to twenty five thousand dollars and can give effect to Access Canberra fair trading conciliation agreements. Work health and safety and asbestos concerns go to WorkSafe ACT. Misleading conduct in advertising or quoting goes to the ACCC.
