Plumber Pricing Guide Victoria - Complete Cost Breakdown

Plumbing prices in Victoria depend heavily on the age of the house, the ground it sits on and the way the home is heated. Melbourne's inner suburbs are full of Victorian, Edwardian and interwar homes with terracotta sewers, galvanised water pipes and box gutters, the flat gutters hidden behind the low front wall above the roof, while the outer growth areas are filled with newer homes on plastic pipework. Large parts of the north and west sit on reactive basalt clay that swells and shrinks with the seasons, which cracks old pipe joints and lets tree roots in. Victoria also has more homes on mains gas than any other state, so gas hot water, ducted heating and cooktops are a big share of the work. That is changing, because from 1 March 2027 a mains gas hot water system that has reached the end of its life will need to be replaced with an electric one, while homes on bottled LPG are not affected. Rebates and discounts for heat pump hot water can take a large amount off the price, but only for eligible products installed by eligible businesses. Most plumbing work worth $750 or more needs a compliance certificate, and the regulator has been the Building and Plumbing Commission since 1 July 2025. Regional cities such as Geelong, Ballarat and Bendigo have their own water corporations, and many rural homes rely on tank water and septic systems. The price ranges below are for licensed residential work in 2026 and are meant to help you check a quote you have received rather than replace one. Victorian Plumbing Work Covered

Victorian plumbing prices depend as much on the house as on the plumber, from old terracotta sewers in reactive clay to mains gas hot water that must be replaced with electric once it fails after 1 March 2027. The ranges on this page are for licensed residential work in normal hours, with rebates and discounts kept separate from the price. Where the Money Goes on a Victorian Plumbing Job

What is involved
Labour makes up most of the bill on small jobs, and Melbourne's traffic means travel time is built into the call-out fee. Plumbers covering a wide area may add a travel charge for jobs at the far edge of it, which matters most on the city fringe and in country towns.
Ground conditions drive the cost of drainage work. Reactive clay across the north and west moves old terracotta joints apart, and many sewers run under concrete driveways, so relining is often cheaper than digging even at a higher price per metre.
The cost of the paperwork is part of the price. Work worth $750 or more, and all gasfitting, needs a compliance certificate, and the plumber's insurance for that work is usually built into the quote rather than shown as a separate line.
Hot water and gas work has the widest spread of prices. Rebates, discounts and the cost of safely sealing off an old gas line can move the final figure by thousands of dollars, depending on the system chosen.
Ask for the call-out, hourly rate and any travel charge shown separately, materials listed by brand and model, camera footage for drainage work, digging and putting the ground back included or excluded in writing, and any rebate or discount shown as its own line. Two Victorian quotes carrying all five can be compared fairly.

Before You Call a Victorian Plumber

Have the suburb or town, the age of the house, your water corporation, where the water meter and sewer inspection opening are, the brand, age and fuel type of the hot water unit, any large trees near the sewer line, and a photograph of the problem. If you rent, mention it, since the rental provider usually arranges and pays for repairs.

What Plumbing Costs in Victoria, Job by Job

Most licensed plumbers in Victoria charge $110 to $170 an hour during the working week, and the first visit, which bundles travel with the first hour on site, typically lands between $140 and $290. Those figures sit close to Sydney rates and slightly above what many country towns charge, because crossing Melbourne in traffic takes real time that has to be paid for. Where two quotes really part ways is usually the house, meaning how old its pipes are, whether clay or sand sits under the garden, whether concrete covers the sewer and whether hot water still runs on gas. Our Victorian plumbing services page lists the full range of work these figures relate to. Treat every range here as a way to test a quote you have been given, not as a price any plumber is bound to match.

Plumbers price work in three main ways, and spotting which one you have been offered makes the numbers easier to follow. Simple jobs with a known scope, like replacing a tap washer, fixing a toilet that keeps running or swapping a hot water unit for the same type, should carry a fixed price. Hourly charging suits jobs where the fault must be tracked down first, such as water usage that has jumped on the bill without any visible leak. In that case ask for a written estimate and an agreed dollar limit, so the plumber has to call you before going past it. Big jobs like sewer relining, digging up a pipe, a gas to electric hot water change or a full bathroom should be priced as a fixed amount after the plumber has seen the site. For anything underground, a camera inspection should come before the price, so the quote is based on the pipe's real condition rather than a guess.

Three things make plumbing in Victoria different from the rest of the country. Gas is connected to far more homes here than in any other state, so a big share of the work involves gas hot water, ducted heating and cooktops, and the rules for replacing mains gas hot water change on 1 March 2027. Victoria also runs its own compliance certificate system through its own regulator, the Building and Plumbing Commission. The third is a state rebate for heat pump and solar hot water, which sits alongside other discounts and can lower the final price of a replacement considerably.

Victorian Plumbing Prices by Job

Most household plumbing bookings in Victoria involve a handful of jobs, led by blocked sewers, failed hot water units, dripping taps, running toilets and gas heater servicing. Gutter and downpipe work picks up in autumn and winter, and hot water replacements are rising as households move from gas to heat pumps ahead of the 2027 change. The table below shows typical 2026 prices for residential work in normal hours, and country plumbers often charge a little less per hour but may add travel. For tap and toilet jobs, the fittings you choose affect the total as much as the labour, since a basic washer change costs far less than a new mixer. Tapware and toilet suites from makers such as Methven, Caroma and Phoenix come in a wide price range, so ask whether the quote includes the fitting or only the labour to install it.

Drainage and hot water produce the biggest gaps between quotes. Clearing a blocked sewer with a drain machine might be a few hundred dollars, but a cracked terracotta pipe under the driveway can cost thousands once it has to be dug up. Only a camera sent down the pipe can tell you which of those two jobs you actually have. Hot water costs depend mostly on the type of system and the discounts it qualifies for, and a heat pump can be more than twice the price of an electric storage tank before discounts but much closer once they come off. When a plumber recommends major work, ask them to put the reasons and the evidence in writing before you agree. A written explanation lets a second plumber check the advice, and it helps if an insurer or the regulator later asks why the work was done.

How Victorian Plumbers Charge

Because the call-out fee pays for the drive and the first part of the visit, a repair that takes ten minutes can cost nearly as much as one that fills an hour. The simplest way to save is to group small jobs together, because a plumber who is already at your house will usually add a second tap or a toilet valve for the extra parts and a few minutes of labour. Outside business hours the call-out alone is usually $250 to $550, and Sundays and public holidays sit at the top of that range. Once the first hour is used up, most plumbers charge in blocks of fifteen or thirty minutes. Ask how the business rounds its time, since two plumbers with the same hourly rate can bill a ninety minute job quite differently. Materials are normally charged on top of labour, so ask for them to be listed separately.

Melbourne covers a lot of ground, and distance changes what a visit costs. A plumber based in the east may treat nearby suburbs as part of the standard call-out but charge extra to cross to the far west or down the bay, and peak hour traffic can stretch a short job into half a day. Choosing a business that regularly works in your part of the city usually means a lower call-out fee and a quicker arrival. Regional cities such as Geelong, Ballarat, Bendigo, Shepparton and the Latrobe Valley towns tend to have slightly lower hourly rates, although small towns may carry a travel fee or a minimum charge. Winter brings a rush of hot water and heater breakdowns, so planned work booked for late spring or summer usually gets done sooner.

Prices Across Melbourne and Regional Victoria

Inner Melbourne is dominated by terraces and workers' cottages built before 1940, often with terracotta sewers, galvanised steel water pipes that rust from the inside and box gutters hidden behind the low front wall above the roof, known as a parapet. Narrow side paths and shared walls slow most jobs down there, which adds labour time rather than raising the hourly rate. The middle and outer east has more post-war brick veneer houses on big blocks with mature trees, which is why root blockages are such a common call-out in those suburbs. Across the west and north, older homes sit on reactive basalt clay that swells when wet and shrinks when dry, right beside new estates built with plastic pipe.

In the south east, the newer housing means fewer old sewers, while the bayside strip has sandier soil and a mix of older homes. The Mornington Peninsula, the Yarra Valley and the Dandenong Ranges add holiday houses, steep blocks and homes on tank water and septic systems, so travel time and rural jobs such as pump and septic work show up more often on quotes. Our page on hiring a plumber in Melbourne breaks down the city area by area. If you are still choosing a business, finding a plumber in Melbourne explains how to check and shortlist one. Further west, Ballarat and the Central Highlands has colder winters than Melbourne, which brings more hot water and heating breakdowns in the cold months.

Region Typical Housing Common Larger Job Price Factor
Inner Melbourne Terraces and cottages before 1940 Sewer relining and box gutters Tight access and old pipes
Eastern suburbs Post-war brick and large gardens Root blockages and hot water Established trees near sewers
Western and northern suburbs Older homes and new estates Cracked sewers in clay Reactive basalt clay
South east and bayside Newer homes, older bayside houses Hot water and gas changes Travel across the region

Compliance Certificates and the $750 Rule

A compliance certificate is the document that shows plumbing work meets Victorian rules. One must be issued by a licensed plumber for any job valued at $750 or more, with labour, materials, appliances and fixtures all counted, and for every piece of gasfitting on appliances or gas pipes whatever its cost. The plumber lodges it with the regulator and must give you a copy within five days of finishing the job. It records who did the work, what they did and that they hold the insurance the law requires for it. Store it with your other house papers, because buyers, insurers and future plumbers often ask for it. If you never receive one for qualifying work, ask the plumber for it in writing straight away.

Being able to issue a certificate is the key difference between a licensed and a registered plumber in Victoria. A registered plumber may do work in their class, but any job that needs a certificate must be certified by a licensed plumber who takes responsibility for it. The Building and Plumbing Commission, which replaced the Victorian Building Authority on 1 July 2025, audits a portion of certified jobs and can order defects to be fixed. Every job has to meet the Plumbing Code of Australia, which is produced by the Australian Building Codes Board, along with the regulations made under Victorian building law. A quote for work over $750 that says nothing about a certificate is worth querying before you sign. Breaking one job into several smaller invoices to get under the threshold is not allowed, and it leaves you without the protection the certificate gives.

Work Certificate Needed Who Can Issue It What to Keep
Small repair under $750 Not usually Not applicable Tax invoice
Plumbing job of $750 or more Yes Licensed plumber Certificate and invoice
Any gasfitting on appliances or pipes Yes, at any cost Licensed gasfitter Certificate and safety check notes
Hot water system replaced Yes, almost always over $750 Licensed plumber Certificate, warranty and rebate paperwork
Sewer relined or replaced Yes Plumber licensed for drainage Certificate and camera footage
Roof plumbing over $750 Yes Licensed roof plumber Certificate and material details

Water Corporations and Who Owns Which Pipe

Victoria's water and sewerage services are run by state owned water corporations, not by local councils. Melbourne homes are served by Greater Western Water, South East Water or Yarra Valley Water depending on the suburb, with Melbourne Water running the large trunk mains and drains behind them. Country areas have their own corporations, including Barwon Water, Central Highlands Water, Coliban Water, Gippsland Water, Goulburn Valley Water and North East Water. In general, you own and maintain the sewer pipes on your land up to the point where they join the corporation's sewer, roots included, and the water pipe running from the meter to the house is also yours.

Work out where your responsibility stops before anyone starts digging or clearing. Most Melbourne homes have an inspection shaft, which is a capped upright pipe close to the front boundary, and a blockage on the street side of it is usually the water corporation's problem. When that shaft is full of sewage or neighbours have the same problem, ring the corporation's faults line before booking a plumber, and a careful plumber will also stop and tell you if the fault appears to be in the public pipe. If a dispute with a water corporation is not sorted out directly, the Energy and Water Ombudsman Victoria handles complaints at no cost. Any digging should start with a free enquiry to Before You Dig Australia, which passes it to the owners of buried gas, power and phone lines so they can supply plans.

Your Pipe or the Water Corporation's

What you see
What it usually means
Inspection shaft empty, house drains slow
Blockage on your side, so call a plumber
Inspection shaft full of sewage
Possibly the network, so call the water corporation first
Several houses in the street affected
Likely a network fault for the water corporation
Leak between the meter and the house
Your pipe, so the lost water is charged on your bill

The faults number for your water corporation is printed on your water bill and on its website.

Some water corporations may reimburse a plumber's call-out where the blockage turns out to be in their sewer, but only under their own conditions, so call them first when the inspection shaft is full.

Blocked Drains, Roots and Relining

In older Victorian homes, most blocked sewers come down to tree roots and moving ground. Terracotta pipes laid before the 1970s come in short lengths joined with mortar or rubber rings, and reactive clay pulls those joints apart as it swells in winter and dries out in summer. Roots from gums, elms, plane trees and garden shrubs grow through the gaps and form a mat that catches toilet paper and waste. A drain machine clears most of these blockages for $280 to $700, but the roots usually grow back within one to two years. A camera inspection costing $280 to $550 shows whether the pipe is still in one piece, which tells you whether to keep clearing it or fix it properly.

Once a pipe has broken down, the options are relining or digging it up. Relining pulls a resin coated liner through the old pipe and lets it set hard, forming a new pipe inside the old one at $600 to $1,200 a metre plus each branch join, without breaking up driveways, paving or gardens. Digging and replacing costs $280 to $600 a metre before the surface is restored, and it is usually the better choice when a pipe has collapsed or sagged so waste no longer runs downhill. Replacement sewer pipe is normally PVC, made by companies such as Iplex and Vinidex, and the quote should name the pipe type and size. Heavy clay is slow to dig and costly to cart away, which narrows the price gap on longer runs, so ask for the camera footage and the number of metres and joins with either method. Our pages on blocked drains and pipe relining and drain repairs go through both approaches.

Method Victorian Band Best Suited To Limitation
Motorised drain cleaning cable $280 - $480 Soft blockages and light roots Roots usually return
High pressure water jetter $420 - $700 Heavy roots, grease and silt Does not repair a cracked pipe
Camera inspection and report $280 - $550 Repeat blockages, pre-purchase checks Diagnosis only
Patch repair over one joint $1,300 - $2,900 A single damaged section Rest of the line unchanged
Full length relining $600 - $1,200 per metre Lines under concrete, paving and gardens Pipe must still hold its shape
Excavation and replacement $280 - $600 per metre Collapsed pipe or poor slope Clay disposal and restoring the surface add cost
Stormwater line cleared $250 - $620 Leaves, silt and roots in storm pipes Gutters may need attention too

Hot Water Replacement and Rebates

Victorian homes run gas storage, gas continuous flow, electric storage, solar and heat pump hot water, and the best replacement depends on the current setup and what the rules now allow. Swapping an electric storage tank for a new one of the same type costs $1,500 to $2,700 supplied and installed, using tanks from makers such as Rheem, Dux and Rinnai. A heat pump, which uses a fan and compressor to draw heat from the outside air like a fridge working in reverse, costs $3,600 to $6,200 before discounts and uses far less power than a storage tank. If your unit may still be fixable, hot water system repairs covers elements, thermostats and valves.

Heat pumps are sold by brands including Stiebel Eltron, Reclaim Energy and iStore, and the quote should give the model, tank size, noise rating and where the unit will be placed. In Ballarat and other cold inland areas, ask how the model copes on frosty mornings, because some units heat more slowly when the air is near freezing. Solar Victoria offers a hot water rebate of up to $1,000, with more for eligible Australian made products, depending on household income, property value and the age of the existing system. The Victorian Energy Upgrades program can take off a further discount through accredited providers, and federal small-scale technology certificates, a national incentive run by the Clean Energy Regulator, are usually deducted by the installer. Each scheme changes its rules regularly, so ask for every rebate and discount on a separate line and compare quotes both before and after them. Hot water system installation explains what a full replacement involves.

Work Victorian Band Repair or Replace What Decides It
Element and thermostat, electric storage $290 - $650 Repair Tank sound and under ten years old
Gas storage flame sensor (thermocouple) or valve $250 - $600 Repair Age of the unit and parts supply
Pressure valve replaced $190 - $400 Repair Constant dripping from the overflow
Electric storage, like for like $1,500 - $2,700 Replace Tank size and access
Gas continuous flow, like for like $2,200 - $3,900 Replace, before 1 March 2027 Flue position and gas supply size

Solar hot water $4,500 - $7,800 before rebates Replace or upgrade Roof direction and type of backup heater

Gas Appliances and the Move to Electric

Victorian households use more gas than those in any other state, and the rules are now changing. Under Victorian Government rules from 1 March 2027, a mains gas hot water system that breaks and cannot be repaired must be replaced with an electric system such as a heat pump rather than another gas unit. A working gas system does not have to come out early, and existing gas cooktops and gas heating in owner occupied homes are not covered by the change. Homes on bottled LPG are not affected, so an LPG unit supplied through national gas companies such as Elgas, Origin or Supagas can still be replaced with another LPG unit. Details of the changes and the help available are on the Energy Victoria website.

Rental homes face a stricter version of the rule that also covers heating. From 1 March 2027, when a rental's mains gas hot water system or gas heater fails and cannot be repaired, the rental provider must replace it with a heat pump water heater or, for heating, an efficient reverse cycle air conditioner in the main living area, under minimum standards overseen by Consumer Affairs Victoria. Going from gas to electric hot water usually adds $180 to $450 to cap the gas line, plus a new electrical circuit for the heat pump and sometimes a concrete pad for it to sit on. If every gas appliance is removed, the gas retailer can arrange for the meter to come out, which stops the daily supply charge. Work on gas pipes or appliances must be done by a licensed gasfitter and finished with a compliance certificate. Our gas fitting page covers connections, capping and appliance work.

What the Gas Changes Mean for You

1 March 2027 gas hot water at the end of its life is replaced with electric
Your situation
What usually applies
Gas hot water still working
No need to replace it early
Gas hot water fails after 1 March 2027
Replace with an electric system such as a heat pump
Gas cooktop or heating
Not affected by the hot water change
Rental home, gas unit beyond repair
Electric replacement from 1 March 2027
If you smell gas, leave the building, avoid using switches or flames, and call your gas distributor's emergency number from outside. Only a licensed gasfitter may work on gas pipes or appliances.

Gas Heating and Safety Checks

Ducted gas heating, wall furnaces and gas space heaters are found throughout Melbourne and the colder regional cities, and all of them need regular servicing. A cracked heat exchanger, the metal chamber that separates the flame from the air blown into the house, or a blocked flue, the pipe that carries fumes outside, can let carbon monoxide into living areas. That gas has no colour or smell, so a faulty heater can be dangerous without showing any obvious sign. Energy Safe Victoria recommends a service by a licensed gasfitter at least every two years, and a service with a carbon monoxide test usually costs $160 to $350 per appliance. Ducted heating repairs run from a few hundred dollars for an igniter or fan motor up to several thousand for a new heat exchanger. Open flued space heaters need extra care, because they take air from the room and can push fumes back into it when the flue is blocked.

Rental providers must arrange a gas safety check at least every two years and keep a record of it, and tenants should report any heater with a yellow flame, soot marks or a stuffy feel to the room and stop using it until it is checked. Owners can use the same two year cycle and book the service in autumn before heavy use begins, with a carbon monoxide alarm near the bedrooms as a low cost extra safeguard. Energy Safe Victoria publishes guidance on gas appliance safety and carbon monoxide. For faults and leaks, see gas ducted heating repairs and gas leak repairs.

Gas Heater Servicing at a Glance

Ask for the carbon monoxide test result in writing after every service, and keep it with the compliance certificate for any repair.

Leaks, Burst Pipes and Water Bills

A water bill that suddenly jumps is often the first clue to a hidden leak, particularly in older houses with galvanised or copper pipes under timber floors or set in concrete slabs. You can test for free by turning off every tap and checking whether the meter moves over thirty minutes. Locating the leak with listening equipment, thermal cameras or pressure tests usually costs $420 to $1,600 including a simple repair, and more if tiles or walls have to be opened up. Burst pipes cost $260 to $900 to fix depending on how hard the pipe is to reach and how much water damage there is. On reactive clay, ground movement can also crack the water service under the front lawn, which shows up as a soggy patch that never dries out. When old pipe is replaced rather than patched, plumbers may use flexible PEX, a cross-linked polyethylene pipe made by companies such as Rehau and Iplex, so ask which product the quote is based on.

Many water corporations will look at reducing a bill inflated by a hidden leak, as long as a licensed plumber has fixed it and confirmed the problem in writing. Each corporation has its own conditions, so check with yours before the repair and hold onto the invoice and photographs. The water leak detection page explains how each finding method works and what it costs. Pipes that have already split are covered in burst pipe repairs. Dripping taps and toilets that keep running waste water around the clock, and leaking tap repairs covers both, including worn toilet valves.

Finding a Leak Before You Call

What you notice
Likely cause
Meter moving with every tap off
A hidden leak somewhere on your side
Wet patch in the front garden
Cracked water service between meter and house
Damp skirting next to a shower
Failed waterproofing or a leaking mixer
Toilet water still moving after flushing
A worn inlet or outlet valve in the cistern
Ask your water corporation about a leak allowance before the repair, and get the plumber to confirm the leak and its location in writing on the invoice.

Roof Plumbing, Box Gutters and Stormwater

Roof plumbing is its own licence class in Victoria and covers gutters, downpipes, roof sheeting and flashings, which are the metal strips that seal the joins around chimneys, walls and roof edges. New steel guttering usually costs $50 to $100 a metre, with downpipes, roof height and access changing the price, and two storey homes cost more because scaffolding or edge protection is needed. Inner Melbourne terraces often have box gutters behind the parapet and valley gutters where two roof slopes meet, and these overflow into the ceiling when they block or rust through. Replacing a box gutter is a bigger job at around $1,500 to $4,500, depending on its length and the state of the timber below it.

Many houses also have stormwater pipes taking roof water from the downpipes to the street or a drain, and these block with silt and roots in the same way sewers do. Cleaning the gutters before winter costs little, and gutter guards can cut down how often it is needed where trees overhang the roof, as they do through the Dandenongs and the leafy eastern suburbs. Stormwater must never be connected into the sewer, and changes to drainage that could send water onto a neighbour's land may need council approval. Homes built before about 1990 may have asbestos cement downpipes, gutters or eaves, so ask the plumber how any asbestos will be handled. Roof and gutter plumbing covers gutter, downpipe and flashing work and what it costs. For blocked or broken underground pipes, see stormwater drainage plumbing.

Roof Plumbing and Stormwater Costs

Job
Typical cost
Gutters cleaned, single storey
$190 to $420
Steel gutter replaced
$50 to $100 per metre
Box gutter replaced
$1,500 to $4,500
Stormwater line cleared
$250 to $620
Roof plumbing over $750 needs a compliance certificate from a licensed roof plumber, so check the licence class as well as the licence number.

Tanks, Backflow and Recycled Water

Rainwater tanks range from small garden tanks in Melbourne to the main water supply on rural blocks in the Yarra Valley, on the Mornington Peninsula and in Gippsland. Steel tanks made with BlueScope Aquaplate, which is steel with a food grade plastic lining, are one option alongside poly and concrete tanks. A tank that supplies toilets or the laundry needs a pump and usually a mains switching device, which changes over to mains water automatically when the tank runs low, and fitting both typically costs $900 to $2,400. Pumps from makers such as Davey and Grundfos differ in noise, flow and warranty, so the quote should name the model. Many new estates in Melbourne's growth areas have a purple pipe carrying recycled water for toilets and gardens, and it must never be joined to the drinking water pipes. Rural homes off the sewer rely on septic tanks or aerated wastewater treatment systems, such as those made by Taylex and Fujiclean, which need regular servicing under the council's septic permit conditions.

A backflow device is a valve that stops water from a property flowing back into the public supply, and the water corporation decides when one is required. The usual triggers are tanks connected to mains water, irrigation, pools, fire services and home businesses, and testable devices, the kinds with test points built in, must be checked at least once a year by an accredited plumber for about $140 to $280 each. Devices are made by companies such as Zurn Wilkins and Watts, and replacing one that fails its test costs more for larger sizes. The owner is responsible for keeping testing up to date, and the result goes to the water corporation. Rainwater tank plumbing and backflow device installation and testing cover both jobs, while apartment and townhouse owners should check whether the owners corporation already arranges testing, as strata and body corporate plumbing explains.

Work Victorian Band How Often Good to Know
Tank pump replaced $750 - $1,900 When it fails Check the pressure switch at the same time
Tank connected to toilets and laundry $900 - $2,400 Once Needs a mains switching device
Backflow device tested $140 - $280 At least yearly for testable devices Result reported to the water corporation
Backflow device replaced $450 - $1,300 When it fails a test Price depends on device size
Septic tank pumped out $480 - $1,000 Every few years Depends on tank size and household
Recycled water fault repaired $220 - $650 As needed Purple pipes must stay separate

Emergency and After Hours Plumbing

A real plumbing emergency means water you cannot turn off, sewage coming back into the house or a smell of gas, and any of those is worth an after hours call-out at $250 to $550 before work begins. For a leak, close the main valve at the water meter, usually near the front boundary, which often lets the repair wait until the morning. If sewage is spilling from the inspection shaft or several homes are affected, the water corporation's faults line is the first call. If you smell gas, get everyone out of the house and ring the gas emergency line from outside.

Plenty of problems feel urgent but can wait until normal hours without causing harm. A dripping tap, a toilet that keeps running or a sluggish drain costs less to fix on a weekday, and a hot water unit that has stopped working can be switched off at its power point or gas valve until the plumber comes. Tenants should go to their rental provider or agent first, because urgent repairs such as a burst water service, a blocked toilet or a gas leak are the rental provider's responsibility under Victorian rental law. Check the after hours rate before the plumber sets off, and photograph any damage before repairs start for your insurer. Emergency plumbers sets out what urgent work costs.

Licences, Regulators and Complaints

Every plumber in Victoria must hold a licence or registration from the Building and Plumbing Commission for each class of work they carry out. The classes include water supply, sanitary (the above ground waste pipes from toilets, basins and showers), drainage, gasfitting and roofing. Because the commission took over from the Victorian Building Authority on 1 July 2025, older paperwork that mentions the VBA now refers to it. The commission's public register shows each plumber's licence classes and any disciplinary history, so check it before booking. Gas appliance safety and gas incidents are handled separately by Energy Safe Victoria.

When something goes wrong, put a complaint in writing to the business first, attaching photographs, the quote and the compliance certificate. If the problem is the quality or compliance of the work, the Building and Plumbing Commission can investigate and order defective work to be fixed. Consumer Affairs Victoria gives advice on consumer rights, and money disputes that stay unresolved can go to the Victorian Civil and Administrative Tribunal. Problems with a water corporation or gas retailer go to the Energy and Water Ombudsman Victoria instead. False or misleading advertising and quoting can be reported to the Australian Competition and Consumer Commission. The standard an inspector or tribunal will apply is the AS/NZS 3500 series of plumbing standards, published by Standards Australia, together with the Plumbing Code of Australia.

What to Look Out For in a Victorian Plumbing Quote

Most arguments over plumbing jobs trace back to something the quote left out, so check what is missing before you look at the price. The call-out, hourly rate and any travel fee should each be listed, and a hot water quote should give the brand, model, tank size and whether it runs on gas, electricity or a heat pump. Digging, concrete cutting, clay removal and restoring driveways or gardens should be marked as included or excluded. For a gas to electric change, look for the gas capping, any new electrical circuit, each rebate on its own line and confirmation that a compliance certificate will be issued for work of $750 or more and for all gasfitting.

Some quotes carry warning signs that are worth taking seriously. A fixed price for a hidden leak or an unexplained blockage, given before anyone has looked, will either include a generous buffer or change once the job starts. A relining quote that comes without camera footage has no evidence behind the stated condition of the pipe. Be careful with a hot water quote that only shows the price after rebates, because you have no way to check the discounts were applied correctly. When one quote is much cheaper than the rest, it usually covers less work, so compare the inclusions line by line. Walk away from anyone who will not provide a licence number or wants a large cash deposit before giving you a written quote.

Omissions and Warning Signs

What is involved
Call-out fee, hourly rate and any travel fee listed as separate lines.
Hot water unit identified by brand, model, tank size and energy source.
Every rebate and discount shown as its own line, with the price before and after.
Camera footage plus a written explanation behind any drainage recommendation.
Digging, concrete cutting and putting back driveways and gardens stated in writing.
A compliance certificate confirmed for work of $750 or more and all gas work.

A fixed price for a hidden fault offered before any inspection, which is only an estimate in practice.

Any plumber who withholds a licence number or wants cash before giving a written quote.

Check what each quote includes before you compare totals, because a much lower quote usually leaves out travel, concrete work, restoring the surface, gas capping or the compliance certificate.

Getting Comparable Victorian Quotes

Quotes can only be compared when every plumber is pricing the same job, so send each one the same written description. Include the suburb or town, the age of the house, your water corporation and a short account of the problem and when it began. Photos help a lot, especially of the problem area, the label on the hot water unit and the sewer inspection opening if you know where it is. For drains, say whether large trees grow near the sewer line, whether the line runs under concrete and whether a camera has already been through it. For hot water, note whether the current unit is gas or electric and whether you have checked if you qualify for rebates. Preparing this takes very little time and means each plumber starts from the same facts.

Three quotes is a reasonable number for any job over a few hundred dollars. Ask each plumber how long the price holds, when they could start and which parts of the quote depend on what they find once work begins. Heat pump hot water and other jobs that need an electrician as well are covered from the electrical side in the Victorian electrician pricing guide, including new circuits and switchboard upgrades. Bathroom work brings waterproofing, tiling and plumbing together, and bathroom renovation plumbing explains the plumbing part of that cost. If quotes differ widely, ask the highest and lowest plumbers to explain the gap before you decide.

For regional homes, our pages for Geelong and the Bellarine, Bendigo and the Loddon Mallee and Gippsland cover travel charges, tank water and the jobs that come up most in each area. Reading one of them alongside this guide helps separate the costs that belong to your district from those that apply anywhere in the state. Hold onto every quote and the description you sent until the work is done and the compliance certificate has arrived. Having that paper trail makes any later disagreement about what was included much easier to settle.

If you are buying an older home, a few plumbing checks before settlement can save a lot of money later. A sewer camera inspection at $280 to $550 will show roots or broken pipes, and it is most useful in established suburbs with large trees. Read the manufacture date and fuel type on the hot water unit's label, because a mains gas unit close to the end of its life will need an electric replacement after 1 March 2027. Ask the seller for compliance certificates for recent plumbing and gas work and the date the gas heater was last serviced. One plumber can do all of these checks in a single visit, and anything they find may help when negotiating the price.

Victorian Plumber FAQ

How much does a plumber cost per hour in Victoria?
Most licensed plumbers in Victoria charge $110 to $170 an hour in normal hours, with a call-out and first hour of $140 to $290. After hours call-outs run $250 to $550 before any work. Rates are similar across Melbourne and slightly lower in many regional cities, though smaller towns can carry a travel charge. The age of the pipes, the ground conditions and access usually affect the total more than the hourly rate.
When do I need a plumbing compliance certificate in Victoria?
A licensed plumber must issue a compliance certificate for any plumbing job worth $750 or more, counting labour, materials, appliances and fixtures, and for all gasfitting work on appliances or pipes regardless of cost. The certificate is lodged with the Building and Plumbing Commission and a copy given to you within five days of the work being finished. Keep the certificate safely with your house records.
Can I still install gas hot water in Victoria?
Under Victorian Government rules starting on 1 March 2027, a mains gas hot water system that has reached the end of its life will need to be replaced with an electric system such as a heat pump. A working gas system does not have to be removed early, existing gas cooktops are not affected, and homes on bottled LPG can keep using LPG hot water. In rental homes, mains gas hot water or heaters beyond repair must be replaced with a heat pump water heater or an efficient reverse cycle air conditioner from the same date.
What does a heat pump hot water system cost in Victoria?
A heat pump typically costs $3,600 to $6,200 supplied and installed before rebates, or a little more when it replaces a gas unit and the gas line must be capped. Solar Victoria's hot water rebate, the Victorian Energy Upgrades discount and federal small-scale technology certificates can reduce the price, subject to eligibility. Heat pumps from brands such as Stiebel Eltron, Reclaim Energy and Rheem differ in price, noise and cold weather performance, so compare the model named on each quote and ask for each discount on its own line.
Who pays for a blocked sewer, me or the water corporation?
As a general rule, the sewer pipes on your property up to the connection with the water corporation's sewer are your responsibility, including tree roots in them. If the inspection shaft near your front boundary is full of sewage, or several houses in the street are affected, call your water corporation's faults line first, since the blockage may be in its network. Check with your water corporation for its exact rules.
How often should a gas heater be serviced in Victoria?
Energy Safe Victoria recommends having gas heaters serviced by a licensed gasfitter at least every two years, and rental providers must arrange a gas safety check at least every two years. A service with a carbon monoxide test typically costs $160 to $350 per heater. Stop using any heater that burns with a yellow flame or leaves soot marks until it has been checked.
What happened to the Victorian Building Authority?
The Building and Plumbing Commission replaced the Victorian Building Authority on 1 July 2025. It now licenses and registers plumbers, receives compliance certificates, keeps the public register and handles complaints about plumbing work. Older documents that refer to the VBA should be read as referring to the Building and Plumbing Commission.
Does a rainwater tank need a backflow device in Victoria?
A tank that is connected to the mains water supply usually needs a backflow device or a properly designed mains switching device to stop tank water flowing back into the public supply. The water corporation decides what level of protection applies to your property. Testable devices, such as those made by Zurn Wilkins and Watts, must be tested at least once a year by an accredited plumber, at around $140 to $280 per device.
Can I get a discount on my water bill for a hidden leak?
Many Victorian water corporations will consider a reduction on a bill caused by a hidden leak, once it has been repaired by a licensed plumber who confirms the leak and its location in writing. Each corporation sets its own conditions, so contact yours before or straight after the repair. Keep the plumber's invoice and any photographs of the leak.
Who do I complain to about plumbing work in Victoria?
Start with a written complaint to the plumber. Complaints about the quality or compliance of plumbing work can go to the Building and Plumbing Commission, and gas appliance safety concerns to Energy Safe Victoria. Disputes over money can be taken to VCAT, and complaints about water corporations or gas retailers to the Energy and Water Ombudsman Victoria.
